APL assists DATA4 with a data center extension project located on a site classified for environmental protection

DATA4 is a European specialist in dedicated or colocation hosting. Its Marcoussis campus, classified as an ICPE (facility classified for environmental protection), is reaching saturation and needs to be expanded to accommodate eight new data centers.

Context and objectives of the assignment

DATA4 was supported by APL in preparing the environmental authorization application for the extension project and implementing environmental compensation measures.

Following the favorable opinion with conditions issued by the National Council for Nature Protection (CNPN), DATA4 requested APL's assistance to:

  • Draft responses to the public inquiry
  • Prepare the environmental authorization application file
  • Clear the entire area
  • Implement environmental compensation measures

Completed assignments

  • Drafting responses to the public inquiry in coordination with the various participants in the file, notably the DRIEAT of Ile-de-France (conditions set out in the CNPN opinion), the DRAC (protection of cultural heritage), INRAP (archaeological diagnosis), and DRIAAF (protection of agricultural and forest areas)
  • Definition of compensation measures (reforestation, obtaining the Ecojardin label or equivalent, creation of a water retention pond, etc.), waste heat recovery, and the water discharge agreement
  • Support for a detailed analysis of the project's impact on global warming (energy consumption and GHG emissions)
  • Drafting the real environmental obligations (ORE) contract, the notice of change, the INRAP intervention agreement, and the approval request for the first building
  • Financial monitoring of the various studies carried out
  • Project management
