Atos and APL Data Center selected by UGAP for its new "IT Room Consulting and Project Management Assistance" contract

Published on July 3, 2025 -

This contract aims to optimize the performance of public sector IT rooms and data centers and reduce their energy consumption. Atos, a global leader in digital transformation, and APL Data Center, specialized in consulting and design-build engineering for data centers, announce that they have been selected by UGAP, France's leading public purchasing center, as part of the new "IT Room Consulting and Project Management Assistance" contract. With a duration of three years, this contract is renewable twice for six months by tacit agreement.

This contract offers public stakeholders audit, study, and support services to optimize the technical performance of IT rooms, reduce their operating costs, and minimize their environmental impact.

In a context where the complexity of technical environments requires increasingly specialized skills and where the multiplication of business uses mandates 24/7 operation, Atos and APL Data Center provide essential expertise to CIOs and IT room operators in the public sector.

The new contract supports them in the design and structuring of their IT rooms and enables them to make the right technical, sustainable, and scalable choices, in order to avoid over- or under-sizing and to optimize operating costs.

Enriched with new service units, particularly for project management assistance services, the UGAP contract provides solutions tailored to the needs of local authorities, hospitals, and higher education and research institutions seeking to increase the performance and security of small or medium-sized IT rooms.

As major players in the public sector, recognized for their commitment to reducing the carbon footprint of companies and administrations, Atos and APL Data Center offer a simple and flexible operational framework and deliver, thanks to their complementary expertise, services throughout the entire territory, including overseas departments and regions (DROM-COM).

Atos and APL Data Center evaluate the behavior of infrastructures and their components to consider optimization solutions for more sustainable IT: energy performance audits, greenhouse gas emission assessments, support for implementing energy improvement initiatives, and more.

"Through this contract, we address four essential objectives of the public sector: digital sobriety, infrastructure performance, reliability and security, and finally, risk management," states Laurent Laffere, Director of the Public Sector and Defense Market, Atos France. "We are proud to put our technological and consulting expertise at the service of a public purchasing center such as UGAP."

"Alongside Atos, we are proud of the trust placed in us by UGAP through this strategic contract. This renewed contract is, for APL, an illustration of our long-standing commitment to public stakeholders. Through our expertise in IT rooms and data centers, we support them in meeting the fundamental challenges of digitalization and reducing the environmental impact of IT while improving performance and sustainability across the entire country," states Tristan Richard, CEO of APL Data Center.

"This new contract offers new support services designed to assist CIOs and IT room operators in their most structural projects. This offer allows them to make their server rooms more reliable, optimized, or redesigned, but also to implement a sustainable IT approach," specifies Alexandra Bastien, IT and Telecom Product Manager at UGAP.
